Board Meeting for December 20, 2004 was called to order by Judy Watson at
approximately 7:00 PM.

Approval of November 15, 2004 Minutes:
Barry Pritchard made a motion that the November 15, 2004 Minutes be approved. John Pritchard seconded the Motion. All ayes. Motion carried.
Application #2003-01 - VIP Structures:
At the last meeting, it was requested that Empire Fresh Cuts come back with a proposal as to the dust issue. Sam Zappala, Jim Zappala and Jeff Wallace all appeared at the meeting. Sam Zappala stated they had put calcium chloride in the roadway and parking area of Empire Fresh Cuts, as well as Oswego Growers and Shippers, doing whatever they were able to do until they can complete the oil and stone on the 490 feet back from the road. This would be all the way back to where the curve is. When the trucks pick up speed, that is what kicks up the majority of the dust.
Jim Zappala said they had a time scheduled to put the oil and stone down, and the company cancelled. There was another company that did not want to monkey with it. They now have a company who will do the oil and stone. They propose to do the oil and stone on the 490 feet on or before June 10, 2005. Because it was originally delayed, they did go through the expense of putting calcium chloride on everything.
Fran Dellamano, Jeff Wallace, and Jim and Sam Zappala looked over the diagram and discussed where Frank Slattery's house is, as well as John Pritchard's in relation to Empire Fresh Cuts and Oswego Growers and Shippers. John Pritchard said what he was most concerned about is keeping the dust out of his pool.
Sam Zappala said they all agree that the 490 feet should be done with oil and stone prior to June 10, 2005. They will continue to use calcium chloride, as they don't want the road to deteriorate. John Pritchard asked how many feet we are talking about as to the curve. Jeff Wallace stated it is 268 feet by 30 feet.
Fran Dellamano stated we must come to an agreement that this should be done over future years to keep the dust down. Jeff Wallace said in the agreement they will put calcium chloride in that back area on a yearly basis. Fran said we need Steve to explain how we can enforce it.
Steve Greene stated the following paragraph would be added to the Amendment:
"As and for further consideration for this Amendment is applicant's agreement to apply calcium chloride and/or sufficient dust control agents annually before June 30th to all non-oil and stone road/parking surfaces situate upon and servicing the premises forever."
Judy said we have a motion on the floor to amend the Site Plan Approval. Fran Dellamano made the motion. Barry Pritchard seconded the motion. All ayes. Motion carried.
Judy Watson read a letter from the Town of Schroeppel, inviting Planning Board and Zoning Board Members to a meeting on January 11, 2005 at 6:30 PM, in which Brian Frazier of the Oswego County Planning Board will attend. The letter also enclosed an Agenda, which includes Brief History of Planning; Comprehensive Plan Overview; NYS GML 239 Referral Process; and Roles and Responsibilities of Municipal Boards.

At approximately 7:45 PM Lee Phillips moved to adjourn the meeting. John Pritchard seconded the motion. All ayes, Motion carried.
