Meeting of the Planning Board was held January 26, 2004 at the Oswego Town

Application #2003-01 - VIP Structures
Judy Sabin-Watson opened discussion at approximately 7:15 PM regarding approval given to the Zappala’s for his building on 104 West. There is concern that they are not meeting the conditions placed on it by the Planning Board.
Kenneth Kern said he would like verification of the elevations that were proposed regarding the barrier, driveway and fence between the properties.
Francis Dellamano made a motion that we should talk with Frank Slattery, a neighbor next to the Zappala’s, the Building Inspector, Samuel Zappala, as well as the company who owns the building, VIP Structures. He stated we should invite them to be present at the next meeting to discuss changes and approve the Site Plan.
Stephen Green stated that application may have to be made to confirm whether the Site Plan matches the construction during open discussion. Kenneth Kern seconded the motion made by Francis Dellamano. All ayes. Motion carried.
At approximately 7:30 PM, Francis Dellamano brought up the subject of a Comprehensive Plan, regarding all written materials, and all maps, except for Zoning Maps. The only problem is the Zoning Map, or Land and Use Map. Most of the Town is R-4 and Open. He stated we should put a name to it. We would like to make up a good Zoning Map to be more specific. We should have to do a general one for the Comprehensive Plan. The Comprehensive Plan should look further down the road in zoning. Zoning can be change, but the Comprehensive Plan canít be changed, once it i approved. He asked if we ever received a map from another town.
Stephen Greene said we were talking about an Ordinance from another town, not a map. He had written to the Town of Cato, and had not herd back.
Kenneth Kern stated they donít want us to be specific, they want us to be more general.
Francis Dellamano wondered if it was coming from the Town Board or State. Judy Sabin-Watson verified it was the State of New York Department of Planning. Francis Dellamano asked Judy to obtain about 5 blank Town Maps, and he volunteered to draft a map, and bring it to the next meeting. He stated he would like to come up with a name of the map to be in transition or opportunity - a name to show what we are trying to do. He stated we have to keep things simple. It would eliminate a lot of red tape. He asked that a letter be written to all members of the Town Board. (The Secretary was directed to write the letter, and have it approved by Judy Sabin-Watson).
At approximately 7:45 PM, Francis Dellamano didnít know if a recommendation was made at the last meeting or the one before, regarding portable buildings, Judy Sabin-Watson stated the November 24, 2003 Minutes reflected that we would like the Town Board to look at why fees are being charged for portable buildings.
Francis Dellamano stated that any building, except a dog house, a person must pay for a permit. What about a portable building that is too close to someoneís land? A portable building can be moved. Why should a person have to go through all this, pay a fee to move a portable building.
Judy Sabin-Watson entertained a motion to approve the November 24, 2003 Minutes. John Pritchard seconded the Motion. All ayes. Motion carried

At approximately 8:10 PM, Francis Dellamano made a motion to adjourn the meeting. It was seconded by John Pritchard. All ayes. Motion carried.
