The Planning Board Meeting for March 21, 2005 was called to order by Judy Watson, Chairman, at approximately 7:00 PM.

Old Business:

Approval of February 21, 2005 Minutes:

Barry Pritchard noted that on the second page, 8th line down, "the barn is not a business use, it is a town use". It should read "The barn is not a business use, it is a municipal use". Barry made a motion that we approve the Minutes with the correction. Ken Kern seconded the motion. All ayes. Motion carried.

Regan Subdivision:

The Members went over the sample letter that should be written to Mr. Thomas Pasqua, the Attorney for the Regan Subdivision regarding any future plans for the Onondaga County Water Authority. Steve Greene stated the letter is in good form, and should be sent out.

New Business:

Application #2005-02 - Ronald L. Hawe:

At approximately 7:20 PM, the Public Hearing opened for Application #2005-02, Ronald L. Hawe for a New Business Permit and a Sign Permit. Ronald and Laura Hawe were in attendance, along with neighbors, Sue and Barry Victory, Robert Yurkon and Charles Woodworth.

Mr. Hawe stated he is proposing to build a campground. He showed the members 9 large pages of maps and plans, including, aerial view, site plan, water, electric and sewage, diagrams of buildings; and existing building. He stated he had been working on the project for 14 years.

Judy Watson asked Mrs. Sue Victory exactly what her objection was to the campground. Sue said that her property abuts the campground, and she will have no privacy. She claims she has cookouts for 40 or 50 people during the summer, and objects to noise from the campground, and a bunch of strangers. Ron Hawe explained to her that his picnic area and camp sites will not be that close to her property. It would be approximately 400 feet away from her. Mrs. Victory brought several photos of her property, showing how close the camping area will be to hers. She said the ditch runs in back of her property. Ron Hawe explained the reason for the ditch, being that a previous owner of the abutting property, Mr. Robert Fragale's land being a swamp, and he drained onto Ron Hawe's land, and therefore, he had to dig the ditch which is about 4 feet deep. Mrs. Victory also mentioned a stone wall that she had been building.

There were also questions about the roads going in and out of the campground, and the distance between the camp sites.

Fran Dellamano said there is no topographical map included. He said there are 3 different zones - B, R-4 and Open.

Mr. Yurkon mentioned the separation of a business and residential area. He said perhaps they could erect a fence separating the business and residential areas, and it would keep everyone satisfied.

Lee Phillips asked what the idea of the ditch is. Ron Hawe again explained that the property was a swamp, and Mr. Fragale drained his swamp down onto his land, which flooded his property. So he put the draining ditch in. It goes into a culvert under the road. He said the ditch dries up in the summer time. (He pointed to the map, and showed where the ditch runs).

John Pritchard made a Motion that we adjourn the Public Hearing. Lee Phillips seconded the Motion. All ayes. Motion carried.

Fran Dellamano stated we should write a letter to Ron Hawe, with a list of what he will need for the next meeting. Steve Greene drafted the list to include: (1) Draft Environmental Impact Statement; (2) Current survey prepared by a licensed land surveyor; (3) Topography map; (4) Show zones as they pertain to each portion of the site; (5) A dotted line from the center line of Route 104 and County Route 20, 500 feet; and (6) A Road Permit.

Fran Dellamano suggested that the day of the next meeting, April 18th, at 6:30 PM, all the members of the Board go to the site, look it over, then come back to the Town Hall for our 7:00 PM meeting.

Ken Kern was concerned that Mr. Hawe has been working on this for 14 years, and that he was taking a chance. Mr. Hawe had told the secretary he had gone through the neighboring process before. However, none of the members recall it, and they had not seen an application.

At approximately 8:45 PM, Lee Phillips moved to adjourn the meeting. Barry Pritchard seconded the Motion. All ayes. Motion carried.
