Meeting called to order by Chair Judy Sabin-Watson at 7:12pm.
Attendance: Attorney Stephen Greene, Jr., Judy Sabin-Watson, Barry Pritchard, Lee Phillips, Gary Richardson, Noreen Ruttan, Francis Dellamano

Approval of July 15, 2013 Minutes: G. Richardson made motion to approve minutes;
Michael Lundy, representing Eagle Beverage Company: Presented final drainage design. Summary of stormwater sent to DEC, approved. Plans also correct neighborhood drainage problems. Atty. S. Greene Jr. said ok to approve based on letter from DEC. F. Dellamano made motion to approve; L. Phillips seconded. Carried.
Cantu – 7089 State Route 104 - weekend garage sale: On hold until ZBA approves Use Variance.
Grace & Glory – Daniel Oostdyk: D. Oostdyk said he was asked by Wayne Newton, Code Enforcement Officer to present to Planning Board about animals that his son has at Grace & Glory. There are various reptiles and exotic animals, such as prairie dogs and armadillos. He also collects a fee from schools to help Grace & Glory, but it hardly covers cost. There is also a fee for a children's day camp. D. Oostdyk explained that Grace & Glory is not a church, but a discipleship center. F. Dellamano had a concern that there should be a fence between US 104 and where children gather. D. Oostdyk said the County Board of Health checked and gave permission for children's day camp. J. Sabin-Watson suggested he put together a site plan and bring to next meeting.
Colin & Amy Isca – 7239 State Route 104 – graphic design business: Preliminary site plan review in R-3. Small business, not a lot of traffic, no change to house, business on first floor. F. Dellamano asked them to bring better survey map to have better idea how close to neighbors. L. Phillips asked if there will be a sign? Iscas said yes - 17.7' from center line of 104 proposed – not illuminated. J. Sabin-Watson asked about hours? Iscas said M-F; approximately 8am-6pm. There will be one entrance/one exit. C. Isca asked if site use variance is for property or them personally? S. Greene Jr. responded usually personal to them, but it is ZBA's decision. C. Isca asked what need to do now? J. Sabin-Watson said need site plan to see how close neighbors are, ingress/egress; Town will send to County Planning, then goes to ZBA public hearing and then back to Town Planning Board for public hearing.
