Meeting called to order by Chair Judy Sabin-Watson at 7:00pm.

Members present: Judy Sabin-Watson, Francis Dellamano, Lee Phillips, Barry Pritchard, Gary Richardson, Richard Kaulfuss, Attorney Stephen Greene, Jr.

Others present: Greg Herrmann, Michael Lundy – Lunco Corp., Dan Dorsey Jr. – Eagle Beverage, Dave Mosher – Harrington Architects, John Amedio, Dan May – Classic Gunstocks LLC, Jim Basile – Town of Minetto CEO, Mr. & Mrs Lowery

Approval of April 15, 2013 Minutes: B. Pritchard made motion to approve minutes; R. Kaulfuss seconded. Motion passed.

Public Hearing #1 (Continuation): Patrick & Erin Wilder, 95 Regan Drive – Land Donation to CNY Land Trust. Postponed at 7:02pm. No one present.

Public Hearing #2: Eagle Beverage Company, 1043 County Route 25 – Site Plan Application. M. Lundy stated that sketch plan was presented in January. Made small change – was approximately 44,000SF, now approx. 62,000SF. Explained details of site plan. G. Richardson asked if they will use existing driveways? M. Lundy said yes. F. Dellamano asked about contour map/stormwater design. M. Lundy said stormwater prevention plan will be forthcoming pending approval. L. Phillips asked about the number of trucks expected? Dan Dorsey Jr. said number of trucks and traffic to not be much different. Will run from about 7pm through the night. Number of employees about the same. B. Pritchard asked what plans they had for the old building? D.Dorsey said will leave alone for now –will get office out of there and if sound, will use for excess storage. G. Richardson asked about surrounding properties. M. Lundy said Niagara Mohawk in rear, abandoned railroad in front. Neighbor John Amedio had concerns about noise, especially if in/out at night. M. Lundy said building is 30' high and will act as buffer. G. Herrmann asked about parking lot/driveway situation for potential fire truck entry. ML said will be moved a little to accomodate. Will contact Oswego Town Volunteer Fire Department near completion for Fire Department to go through and also to check alarm system/sprinklers. J. Sabin-Watson asked about Agricultural Data Statement? Curtis Dairy is an abandoned farm. Need to check and initial form. Noise issue addressed again – very mature woods – good tree buffer. Closed Public Hearing #2 at 7:25. B. Pritchard made motion to appoint Town of Oswego as Lead Agency; R. Kaulfuss seconded. Motion passed. Board completed SEQR Short Form Part II. Exceed Type I Threshhold? No. Receive Coordinated Review? No. Any Adverse Effects?
C1:
(1) Groundwater: Contour map with the stormwater system to be approved by the DEC.
(2) Noise Level: May increase. Actions taken by applicant by leaving natural buffer of trees. (3) Traffic Pattern: Action may result in small increase in traffic.

Impact Environmental Characteristics? No. Controversy Related to Impacts? No.
Motion made by R. Kaulfuss for Negative Declaration; G. Richardson seconded. Motion carried. Motion to approve Site Plan made by F. Dellamano; seconded by R. Kaulfuss. Motion carried. Reminder, need contour map of stormwater and acknowledgement from DEC.

Public Hearing #3: Daniel May, Classic Gunstocks, LLC, 2285 County Route 7 – Site Plan Review. Opened at 7:40pm. D. May presented information on gunsmithing and firearms business. G. Richardson asked if online also? D. May said yes. L. Phillips asked if much noise from test fire? D. May said no. R. Kaulfuss asked about lights – there are flood lamps over doors. D. May said fully licensed and abide by Federal guidelines. Mrs. Lowery asked if there would be shooting outside. No, it would be inside. A neighbor stated there are children across the street – maybe more lighting would be a good idea. J. Sabin-Watson asked where their alarm would report to? D. May said that presently, at their current site, it goes to Auburn, but will go with local alarm company after they close Cato business. B. Pritchard made motion to approve Site Plan; G. Richardson seconded. F. Dellamano added to motion: adequate lighting and noise control to not interfere with the quality of life of the neighborhood. Motion passed. R. Kaulfuss asked about sign. Will be same size as existing sign. J. Sabin-Watson asked if it will be illuminated? No. G. Richardson made motion to approve Sign Application. L. Phillips seconded. Motion carried. Closed Public Hearing #3 at 8:10pm.

Old Business: None.

New Business:
J. Sabin Watson stated that Town of Oswego has been informed by Town of Hannibal of a site plan application submitted by Kenneth and Kimberly Fox for a motor cross track to be located on Town line. Board requested that letter be sent to Hannibal requesting copy of proposed site plan prior to their approval.

Public Comment:
D. May asked for clarification on Planning Board's and Zoning Board of Appeals' approvals – will he be receiving a letter? F. Dellamano made motion to send letter with stipulations to Mr. May; G. Richardson seconded. Motion carried.

L. Phillips made motion to adjourn; R. Kaulfuss seconded. Carried.
