Meeting called to order by Chairman Richard Kaulfuss at 7:00pm.

Approval of February 17, 2014 Minutes: B. Pritchard made motion to accept minutes; L. Phillips seconded. All ayes. Carried.

Old Business: Grace and Glory – Site Plan
R. Kaulfuss stated that a few concerns were brought up by the Planning Board at previous meeting. Rev. Oostdyk was asked to come back with a proposed site plan. F. Dellamano asked why map presented was not signed? Rev. Oostdyk said it was done by Getman but at this point, it is only proposed. R. Kaulfuss said there was a suggestion to modify the entrance. F. Dellamano said the proposal should require another exit off Tug Hill Road so there is no trouble getting on/off highway. Asked if he talked to NYS DOT? No. Has he talked to Public Health? Yes. R. Kaulfuss said there may be concerns or strict requirements because site is also considered a camp. Atty. Greene recommended that Rev. Oostdyk contact NYS DOT. Will need formal application in order to have information go to County. Needs approval also for septic. Rev. Oostdyk said playground is under construction. R. Kaulfuss asked what is the time frame for proposed plans? Rev. Oostdyk said 2 years. R. Kaulfuss stated that the Planning Board is not reviewing as a formal site plan at this time. NYS DOT will need to review. Prior to any of this, Rev. Oostdyk needs a formal application with payment, and a SEQR review. Is there existing septic? Yes, and will be another in the future. R. Kaulfuss said we need to ask Wayne Newton what formal plans we currently have? G. Herrmann said previous work was on existing buildings with additions, so never needed a review. R. Kaulfuss stated that before proceeding with new plans, a new site plan review application needs to be filed and sent to County. L. Phillips asked if there was a gymnasium? No, open pavilion with basketball. G. Herrmann stated that if there are plans to expand toward back of lot, need to consider a fire hydrant out back. Also, roadways need turning radius for fire department. Suggestion to come in off Tug Hill so it is not congested in case of emergency. W. Newton would give code for water lines.

Old Business (Cont'd): R. Kaulfuss gave update on Eagle Beverage project – utility portion. They are waiting on NRG Oswego Harbor Power attorneys for railroad easement. There should not be anything more needed from town.

New Business: None.

Public Comment: None.

Open Board Discussion:
R. Kaulfuss said he received new SEQRA information at Local Government Conference. It is needed as part of the application. May need access to a computer so that it can be completed online at the Board meeting. V. Mullen said she may be able to provide a laptop.

L. Phillips asked for update on college housing? Site plan approval is still good. G. Herrmann said he has not heard anything.

R. Kaulfuss asked that we clarify: RE: Grace & Glory: a formal site plan review for any more building or construction projects is required. It will involve coming in to Town Clerk, getting paperwork needed, pay fee, public hearing, County gets sent paperwork.

L. Phillips made motion to adjourn; F. Dellamano seconded. All ayes. Carried.
