The meeting
of the Oswego Town Board was held on November 10, 2003 at the Southwest
Community Center at 6:55 PM. Supervisor Mullen opened the meeting with the
Pledge of Allegiance and roll call was taken with the following members
present:
Those residents speaking against the proposed map were; Dominick Pike, Tim & Tammy Anderson, Francis Dellamano, Perry Bertsch, Bob Mazuroski, and Charles Woodworth. No one spoke in favor of the map. Resolution 2003- 121 Be it resolved that the Oswego Town Board closes the public hearing at 7:25 PM. Moved by Councilor Pratt and seconded by Councilor Mahaney. All ayes motion carried. Town Clerk's Report: October fees paid to the supervisor were $5053.19, total for month $7.088.70. The Historical Society went to the Safe Haven Museum and I would recommend everyone stop over sometime. Supervisor's Report: I would like to congratulate all the candidates that recently ran for office in the Town of Oswego. If I can be of any help to the newly elected officials, my door is always open. Sleepy Hollow: Sewer manhole rehabilitation has been completed in Sleepy Hollow. We are on schedule with the consent order with the DEC. The readings continue to be good. We will be filing paperwork into the DEC this month on the consent order. A few more improvements need to be done to the system, which I am working on. Town Budget: The total 2004 Town of Oswego budget is $1,246,569.00. I am happy to report the budget passed with no tax increase for town or highway. This was accomplished by cutting spending and not over-estimating revenue. Again this year we have included payment for the new highway facility. I would like to thank my budget officer Rick Hogan who is working on the 2005 budget starting today. I am very happy that the Town Board can hold the line on taxes in the Town of Oswego while facing increased budget pressures. We have found a way to keep our local taxes stable. The Town of Oswego will hold its fifth annual Christmas Tree Lighting Ceremony and visit with Santa on Tuesday, December 2, at 6:30 p.m. in the Town Park. This year the program will be held jointly with the Oswego Center United Methodist Church and more details will follow. I have been in contact with Santa Claus and he has promised a return engagement. The Oswego County Department of Planning and Community Development is holding a training workshop for local officials. It will be held on Thursday, November 20th from 6:30 until 9:15 at the Oswego County Office Building. I hope that all our elected officials and members of our Planning and Zoning boards will attend. The highway garage is moving along and should be complete soon. Public Comment: A dog census letter was returned to the Supervisor and the resident in question stated he does not have a dog. Resolution 2003- 122 Be it resolved that the Oswego Town Board approves the minutes from the October 6, 2003 town board meeting and the November 3, 2003 public hearing meeting. Moved by Councilor Mahaney and seconded by Councilor DeSacia. All ayes motion carried. Resolution 2003- 123 Be it resolved that the Oswego Town Board approves the following budget modifications: From A1990.4 Contingent Account to A4540.4 Ambulance Contractual $22.81 (account depleted) From A1990.4 Contingent Account to A8810.4 Cemetery Contractual $135.00 (account depleted) From DA5110.4 Highway General Repairs to DA5130.2 Machinery Equipment $2331.41 (account depleted) Moved by Supervisor Mullen and seconded by Councilor Mahaney. All ayes motion carried. Resolution 2003- 124 Be it resolved that the Oswego Town Board approves the bills on Abstract 11.
Resolution 2003- 125 Be it resolved that the Oswego Town Board accepts, with regret, the resignation of Randy Pratt as zoning board member, and thanks Mr. Pratt for is time and dedication to the Town of Oswego. Moved by Supervisor Mullen and seconded by Councilor DeSacia. All ayes motion carried. Resolution 2003- 126 Be it resolved that the Oswego Town Board moves into executive session at 7:45 PM to discuss litigation. Moved by Supervisor Mullen and seconded by Councilor Pratt. All ayes motion carried. Resolution 2003- 127 Be it resolved that the Oswego Town Board resumes The regular meeting of the Oswego Town Board at 7:50 PM. Moved by Councilor Mahaney and seconded by Councilor Herrmann. All ayes motion carried. Resolution 2003- 128 Be it resolved that the Oswego Town Board accept the stipulation on the John Bush settlement. Moved by Councilor Herrmann and seconded by Councilor Pratt.
