The meeting
of the Oswego Town Board was called to order by Supervisor Mullen on September
8, 2003 at the Southwest Community Center at 6:55 PM. Roll call was taken
with the following members present:
The public hearing was opened at 6:55 PM with the following comments: Dominick Pike was against this proposal; he feels it should stay to 7 members. Barry Pritchard asked why the board wanted to change the membership? Resolution 2003-102 Be it resolved that the Oswego Town Board closes the public hearing on Proposed Local Law 2003-5 at 6:57 PM Moved by Councilor DeSacia and seconded by Councilor Herrmann. All ayes motion carried. Town Clerk’s Report: August fees to Supervisor, $2603.63 total for the month $9274.94 (hunting license sales started). The dog census is going well all the sub-divisions are complete only 2 problems with residents. The enumerators will start on the main roads soon. The Historical Society will have a yard sale September 19 & 20 to raise money for a Dr. Mary Statue. Please donate items and/or come buy something. Supervisor's Report: The highway garage is moving along, stall is going up. I am pleased that the Sleepy Hollow numbers are still within permit level, G & G sold the old pumps. The tentative budget will be filed with the town clerk on September 30th. The recreation program is over and it went well, we hope to have this program again next year. The next town board meeting will be held on October 6, 7 PM due to Columbus Day holiday. A tree has been donated to the town for the park and will be planted on September 24. This tree from Entergy and Soil & Water will signify the towns ability to bounce back after the ice storm. Public Comment: None Resolution 2003-103 Be it resolved that the Oswego Town Board approves the minutes from the August 11, 2003 town board meeting. Moved by Councilor Mahaney and seconded by Councilor DeSacia. All ayes motion carried. Resolution 2003-104 Be it resolved that the Oswego Town Board approves the bills on abstract 9.
Resolution 2003-105 Be it resolved that the Oswego Town Board sets a public hearing on October 6, at 6:55 PM at the Southwest Community Center, 7708 St. Rt. 104, Oswego, NY, to hear all interested parties for or against the proposed changes regarding the land use map, that completes the comprehensive plan. Moved by Councilor Mahaney, seconded by Supervisor Mullen. All ayes motion carried. Resolution 2003-106 Be it resolved that the Oswego Town Board adopts Local Law 2003-5 decreasing the membership of the planning board from seven to five, this decrease t take effect upon the next two expirations of terms. Moved by Councilor Mahaney and seconded by Councilor DeSacia. Discussion Resolution 2003-107 Motion by Councilor DeSacia and seconded by Councilor Herrmann to table Resolution 2003- 106. DeSacia aye, Herrmann aye, Mahaney nay, Mullen aye, Pratt nay Motion by Councilor Mahaney and seconded by Councilor Pratt to close the town board meeting at 7:15 PM. All ayes motion carried.
