The meeting
of the Oswego Town Board was held on October 3, 2005 at the Oswego Town
Hall. Supervisor Mullen opened the meeting at 7:00 PM with the Pledge of
Allegiance. Roll call was taken with the following members present:
Supervisor's Report: I have submitted my 2006 tentative budget to the town board.My budget officer Mr. Hogan and I have worked on this since July. The Town of Oswego like all municipalities faces increases in insurance, retirement,energy, and fuel costs. Our employees face those same concerns at home. This year we have been able to include a small cost of living increase in salaries. Most of our elected officials and town employees have gone without increase over the last three years. In the past three years we cut unnecessary spending in every area we found it possible to do so. By keeping a watchful eye on spending, and renegotiating some contracts we are able to hold the line again on taxes. My administration has never used the surplus to balance a budget or for the day to day spending in the town. Our total appropriation for 2006 is $1,395,959.00 we were conservative with our revenue estimate at $908,435.00. Total for both highway and town to be raised by taxes is $487,524.00 this is down $681.00 from 2005. I would like to clear up some misinformation that is circulating in the town. Our Cemetery Superintendents salary is not over twenty thousand dollars a year; in fact the entire cemetery crew appropriation is $23,500.00 for 2006, down from $25,485.00. The budget is in the hands of the town board now. We will set a meeting date for budget workshop if the board chooses. Public Comment: Oswego Town Fire Chief Scott Pritchard proposed to the Town Board an ordinance in the town for the installation of Key Lock Box for fire protection of all buildings within the town that have sprinklers and or alarm systems. This program would allow fire fighters entry into a building without the need to break windows or doors. Resolution 2005- 92 Be it resolved that the Oswego Town Board approves the minutes from the September 12, 2005 board meeting. October 3, 2005 Moved by Councilor Mahaney, seconded by Councilor Pritchard. All ayes motion carried Resolution 2005- 93 Be it resolved the Oswego Town Board authorizes the following budget modifications:
Resolution 2005-94 Be it resolved the Oswego Town Board approves the bills on abstract 10.
Resolution 2005-95 Be it resolved that the Oswego Town Board declares the following inventory as town surplus and will be sold as junk.
Resolution 2005- 96 Be it resolved the Oswego Town Board appoints Don Elliot as a member of the Board of Assessment Review, term to expire December 31, 2010. We wish to express our thanks for his willingness to serve the town. Moved by Supervisor Mullen, seconded by Councilor Mahaney. All ayes motion carried. Resolution 2005- 97 Be it resolved the Oswego Town Board amends the cemetery lot sales price to read a 5% discount on 5 or more lots, 10% discount on 10 lots or more purchased. Moved by Councilor Pritchard, seconded by Councilor DeSacia. All ayes motion carried. Resolution 2005- 98 Be it resolved the Oswego Town Board holds a public hearing on November 7, 2005 at 7:00 PM to hear all interested parties for or against the 2006 preliminary budget. Moved by Supervisor Mullen, seconded by Councilor Pritchard. 4 ayes, 1 nay DeSacia nay, Herrmann, Mahaney, Mullen, Pritchard, aye. Resolution 2005- 99 Motion by Councilor Herrmann and seconded by Councilor DeSacia to add an item to tonight’s agenda. All ayes motion carried Resolution 2005- 100 Be it resolved the Oswego Town Board holds a public hearing on November 7, 2005 at 7:15 PM to hear all interested parties for or against the proposed ordinance requiring structures to have a key lock box installed. Moved by Councilor Herrmann, seconded by Supervisor Mullen. All ayes motion carried. Motion by Councilor Mahaney, seconded by Councilor Pritchard to close the regular meeting at 7:30 PM.
