The meeting of the Oswego Town Board was held on October 9, 2006 at the town hall. Supervisor Mullen opened the meeting at 7:00 PM with the Pledge of Allegiance. Roll call was taken with the following members present:

Town Clerk Report: The September fees paid to the supervisor were $2,306.93, total for the month $8,321.61. At my district directors meeting in Lake George last month we had two guest speakers; Mike Kupferman, Assistant Council in the Comptrollers office and he covered Section 807, conflict of interest, this section should be posted in town hall. Our next speaker was Maria Holden Preservation Administrator for NYS Archives; she covered water damage to town records, and disaster planning.

The town historical society will meet this Thursday, 6 pm at town hall and on Saturday October 14, 2006 at the Rural Cemetery the Daughters of Union Veterans of the Civil War will be having a presentation at Dr. Mary Walker and Elmina Spencer’s graves with refreshments to follow at town hall. This ceremony will begin at noon.

Supervisor's Report: I have submitted my 2007 tentative budget to the town board. My budget officer Mr. Hogan and I are projecting no increase in town and highway taxes again in 2007.

This year we have been able to include a small cost of living increase in salaries for our employees and elected officials.

In the past four years we cut unnecessary spending in every area we found it possible to do so, by keeping a watchful eye on spending and by using the increase in sales tax revenue as our county legislators intended it to be used, we are able again this year to hold the line on taxes. Also non bargaining officials and employees will start paying into their health care in 07.

Our total appropriations for 2007 are $1,448,330.00 we again have been conservative with our revenue estimate at $960,807.00. The total for both highway and town to be raised by taxes is $487,524.00, the same levy as in 06.

The budget is in the hands of the town board now. We will set a meeting date for a budget workshop if the board chooses.

The cemetery will close on November 1st, however we will continue burials until the weather is too severe. We sold 2 cemetery lots and had 5 burials.

We had 9 dog control complaints, and one ticket issued.

There were 6 building permits issued in Sept, and 11 inspections were made.

Fire Pro Technical Service inspected our sprinkler system and sent their recommendations. I will follow up on them.

Justice Sterio and Justice Jung received a $2,200.00 grant for a new copy machine. I have asked Justice Sterio to return the one they are replacing so we can use it in the assessors office.

One of our highway employees had an accident, and there was damage to the town garage. As soon as I have an estimate I will report it to the board. Councilor Herrmann is looking into what policy is in place for this kind of event.

I would like to thank everyone for their support while I was out with back surgery, and a special thanks to Councilor DeSacia for taking over while I was away.

Resolution 2006-102 Be it resolved the Oswego Town Board approves the minutes of the September 11, and October 2, 2006 town board meetings.
Moved by Councilor Pritchard, second Councilor DeSacia. All ayes motion carried.

Resolution 2006-103 Be it resolved the Oswego Town Board approves the following budget modifications; from A1220.11 (Supervisor’s Clerk) to A1220.4 (Supervisor contractual) for $256.62; from DA5110.4 (General Repairs) to DA130.2 (equipment) for $2,572.19.
Moved by Supervisor Mullen, second Councilor DeSacia. All ayes motion carried.

Resolution 2006-104 Be it resolved the Oswego Town Board approves the bills on abstract 10.

Resolution 2006-105 Be it resolved the Oswego Town Board amends Resolution 2006-100 to read; change line item A3520.1 to A5010.1; change A1990.4 to $20,930.00.
Moved by Supervisor Mullen, second Councilor DeSacia. All ayes motion carried.

Resolution 2006-106 Be it resolved the Oswego Town Board moves into executive session at 7:10 PM to discuss potential litigation.
Moved by Councilor Herrmann, second Councilor DeSacia. All ayes motion carried.

Resolution 2006-107 Be it resolved the Oswego Town Board resume the regular meeting at 7:20 PM. Moved by Councilor Pritchard, second Supervisor Mullen. All ayes motion carried.
Motion by Councilor Pritchard, second by Councilor Herrmann to close the meeting at 7:21 PM. All ayes motion carried.

Resolution 2006-108 Motion by Councilor Herrmann, second by Councilor Pritchard to re-convene the town board meeting at 7:23 PM. All ayes motion carried.

The discussion of having an exercise class at town hall was brought up and Councilor DeSacia asked if this would open the doors for anyone else to use the town hall. The following resolution was submitted. Supervisor Mullen stated only town functions would be allowed at this time.

Resolution 2006-109 Be it resolved the Oswego Town Board grants permission for the Oswego YMCA to conduct exercise class at town hall and in accordance with the proposal on condition the Oswego YMCA provide appropriate insurance, and the YMCA shall be responsible for any clean up of the town hall.
Moved by Supervisor Mullen, second Councilor Pritchard. All ayes motion carried.

Motion by Councilor Pritchard, second by Councilor DeSacia to close the meeting at 7:30 PM. All ayes motion carried.
