The meeting of the Oswego Town Board was held on August 11, 2008 at 7:00 PM.

Supervisor Mullen opened the meeting with the Pledge of Allegiance and asked that we remain standing for a moment of silence for Elizabeth Sharkey and Edward Demm both town residents who died recently. Roll call was taken with the following members present:

Town Clerk’s Report: I attended the Cornell Municipal Clerk’s Institute in Ithaca. I would like to thank the town board for their continued support of education for me. The many classes I attended included Labor Contract Negotiations, Green Initiative, Grant Writing, Stress Management, Environment Policy & Management, Emergency Preparedness, and Integrating Newcomers into Community Life, Municipal Broadband, and Running a Meeting. A full report is available in my office.

Supervisor's Report: A moment of Silence for Mrs. Elizabeth Sharkey, who served the town of Oswego as a zoning board member and also as an election inspector, also a moment of silence for Mr. Edward Demm who served the town historical society as a trustee, and as a publicity chairman.

Fire Pro Technical Services conducted an inspection of the Town Hall sprinkler system in June; there are no new recommendations from this inspection,

Mrs. Mahaney and Mr. Shaver have completed the audit of the Supervisors and the Town Clerks offices. The councilors will now audit the town Justices.
I would like to thank them both for taking on the project

On 6/6/08 the New York State Board of Real Property Services established a tentative 2008 State equalization rate of 100 percent for the Town of Oswego.

The State Office of Real Property has informed me that the Star Administrative Aide payment will be $1,142.26 this year.

Time Warner has given notice that it is going to seek renewal of their cable television franchise that expires on May 9, 2011. They will contact me shortly to schedule a meeting.

There will be a Primary Election held here in the Town Hall on September 9th from Noon until 9PM.

There were 6 burials in July in the Rural Cemetery, No cemetery lots were sold in July.

Our Dog Control Officer went on 7 calls in July.

Code enforcement had 11 inspections in July.

My Budget officer and I will be starting the budget process in the next few weeks.
I would like to ask the various departments to start thinking of what their needs will be in 09…and not their WANTS…

Public Comment: Legislator Malone stated he attended the dedication of a building at Camp Hollis to former Legislator Herb VanSchaack and his wife Sandy. Also he will

have the contact numbers for Senator Aubertine who now has an office at SUNY Oswego next week if anyone wants them.

Resolution 2008-60 Be it resolved the Oswego Town Board approves the minutes from the July 14, 2008 town board meeting.
Moved by Councilor Mahaney, second Councilor DeSacia all ayes motion carried.

Resolution 2008-61 Be it resolved the Oswego Town Board approves the following budget modifications: From A1990.4 (contingency) to A1355.4 (assessment) for $4343.00; from A1990.4 (contingency) to A1410.4 (town clerk contractual) for $74.50; from a1990.4 (contingency) to A8020.4 (planning) for $55.00.

Resolution 2008-62 Be it resolved the Oswego Town Board approves the bills on Abstract 8 as follows:

Resolution 2008-63 Be it resolved the Oswego Town Board establishes the following Official Undertaking of Municipal Officers.

WHEREAS, various sections of the state Town Law and Public Officers Law require that certain municipal officials execute an Official Undertaking and;

WHEREAS, it is required by law that the Town Board approve the Official Undertaking as to its form and manner of execution and the sufficiency of the insurance, and

WHEREAS, we, the Town Board of the Town of Oswego hereby require the Supervisor, Town Clerk/Tax Collector, Town Justices, Highway Superintendent, Cemetery Superintendent, Cemetery Clerk and the Clerk to the Supervisor to execute said Official Undertaking as required by said law;

NOW, THEREFORE BE IT RESOLVED that we, the Town Board of the Town of Oswego approve the document entitled “Town of Oswego Official Undertaking of Municipal Officers” as to its form and manner of execution and the sufficiency of the insurance and

BE IT FURTHER RESOLVED, that said Official Undertaking containing the notarized signatures of those named municipal officials be filed in the Office of the Town Clerk, as well as the original copies of the Insurance policies indicating the sufficiency of the sureties to indemnify the Town against losses which may arise from failure of such officials to properly discharge their duties.

Resolution 2008-64 Be it resolved the Oswego Town Board accepts the audit completed by Town Board Members Margaret Mahaney and Dan Saver of the Town Clerk’s office and the Supervisor's Office.
Moved by Councilor Herrmann, second Councilor DeSacia all ayes motion carried.

Resolution 2008-65 Be it resolved the Oswego Town Board tentatively grants permission to the Oswego Town Historical Society permission to hold a fall harvest dance pending approval from our insurance carrier.
Moved by Supervisor Mullen, second Councilor DeSacia all ayes motion carried.

Motion by Councilor Mahaney, second Councilor Shaver to adjourn the meeting at 7:13 PM all ayes motion carried.
