of the Oswego Town Board was held on February 12, 2008 at 7:00 PM. Supervisor
Mullen opened the meeting with the Pledge of Allegiance and roll call was
taken with the following members present:
Town Clerk’s Report: Payment to the Supervisor for January fees were $641.61 total for the month $1093.55. Taxes collected to date; $2,203,363.48. Payment to the Supervisor for $802,391.60 will be made this week.
Supervisor's Report: As we begin another year I would to take a minute to thank the town board for their continued support, advice, and commitment to getting things accomplished in the Town of Oswego.
Our 2007 books are closed, audited and the report has been sent to the State Comptrollers’ office. The town is in good financial health.
The reevaluation of the town properties has been completed. This major project had not been undertaken since the 90’s and was much needed. The State had driven down our equalization rate to 83%, in the last few years which caused our residents to pay higher rates for School and County taxes, as compared to the Towns of Minetto and Scriba.
Now that we will be at 100% as required by the State, we should see a difference in our tax rates for both School and County tax.
We have spent a large amount of money on this reevaluation project. In order to keep these files current, and better serve the residents of our growing town by providing accurate information in a timely manner we would like to consolidate our clerk to the Assessor, Cemetery, and Star Administration clerk and create the civil service title “Account Clerk”. Armed with the latest technological tools and software she will be in her office on a full time basis.
Along these same lines, we are benefiting tremendously with the addition of Superintendent of Buildings and Grounds to our highway superintendents duties. The designation of Superintendent of building and grounds has allowed the Highway Superintendent to direct his workforce in different directions. The result is efficiency and economy in that our own people are doing work which we previously needed to contact out, saving the taxpayer and greatly increasing the viability of our work force.
I am pleased to report that the Department of Environmental Conservation has lifted the consent order on the Sleepy Hollow Sewage treatment plant. This administration has been diligent with the operation and maintenance of this plant; and it is gratifying to see it pay off. It is important that we do not become complacent and that takes oversight.
Our Zoning and Planning Board members have completed the new required training. We are pleased with the dedication of these board members.
The committee that had been charged with updating our zoning law and maps is nearing the finish line. When their work is competed it will go to our planning and zoning boards for their input before it comes in front of the town board.
The United Group, the developers interested in building student apartments in the Town are still working with our Planning board. They are involved in a full environmental assessment.
We will certainly keep our residents aware of any developments with this project and we continue to welcome and encourage development that fits in our town.
I would like to thank our Highway department for all their efforts to keep our roads open and safe during yesterday’s snow event.
We need to say a special thank you to Our Volunteer Fire Department for their dedication to the health and safety and welfare of our town. Yesterday’s snow event should remind us all how important our Fire Department is to our community.
Resolution 2008-15 Be it resolved the Oswego Town Board approves the minutes from the January 7, 2008 town board meeting.

Resolution 2008- 16 Be it resolved the Oswego Town Board approves the bills on abstract #2 as follows:
Resolution 2008-17 Be it resolved the Oswego Town Board consolidates the positions and salaries of Clerk to the Assessor, Clerk to the Cemetery and STAR administrator Clerk held for the last 12 years by Debra Hogan, and create the permanent competitive civil service title of “Account Clerk”. This position will be full time, (7 hours a day), with a salary of $25,000.00 and will commence with the filing of the report of personnel change to the civil service division with Oswego County Personnel.

Resolution 2008-18 Be it resolved the Oswego Town Board makes the following appointments:
Barry Pritchard, Planning Board member from 2/2008 to 2/2014,
Debra Shoenfelt-Jaskula, Zoning Board member from 2/2008-2/2013,
Robert Baker, Board of Assessment Review Member from 9/2008-9/2013

Resolution 2008-19 Be it resolved the Oswego Town Board appoints Ryan Polky to serve as temporary town hall custodian.
Moved by Councilor DeSacia, second Supervisor Mullen all ayes motion carried.
Resolution 2008-20 Be it resolved the Oswego Town Board appoints Margaret Mahaney as delegate to the NYS Association of Towns Annual Meeting and Training School, February 17, 2008.
Moved By Supervisor Mullen, second Councilor DeSacia all ayes motion carried.
Resolution 2008-21 Be it resolved the Oswego Town Board will hold a public hearing on March 10, 208 at 7:05 PM to hear all interested parties for or against amending Local Law 2-2007.
Moved by Councilor Shaver, second Supervisor Mullen all ayes motion carried.
Resolution 2008-22 Be it resolved the Oswego Town Board authorizes Town Board Member Daniel Shaver, doing business as DM Shaver Sales & Service, to continue to do business with the Town of Oswego with services to the town not to exceed $750.00 annually which follows the guidelines in General Municipal Law §800-803.
