The
meeting of the Oswego Town Board was held on June 9, 2008 at
7:00 PM. Supervisor Mullen opened the meeting with the Pledge
of Allegiance and roll call was taken with the following members
present:

Mullen asked all to remain standing for a moment of silence
for Walt Duffy.
Town Clerk’s Report: The total fees for
the town clerk account paid to the Supervisor for May was $1766.32,
total for the month $2494.70. At my last town clerk conference
I attended a class regarding NYS Water & Sewer Infrastructure,
there is money for municipalities to go after. This group is
under DEC but not governed by the DEC. Also discussion was held
on an oath of undertaking which we should do. The Historical
Society will be having a craft show/flea market June 21, 2008
at town hall, proceeds to go to the Dr. Mary Walker Fund, the
Memorial Day Service was well attended.
Supervisor's Report: A Moment of Silence for
Walter Duffy, who passed away, Mr. Duffy, was the Water superintendent
here in the town for many years. Mr. Duffy was also a long time
member of the Oswego Town Volunteer Fire Dept, served as a fire
commissioner for 11 years.
Our Dog Control officer investigated 10 complaints in May. I
would like to put out a reminder to town residents that dogs
in the Town of Oswego need to be licensed. Failure to license
a dog will usually carry a large fine.
We sold two lots in our cemetery In May and had 14 burial
Our Building inspector Issued 13 Building permits in May and
made 6 inspections.
Mr. DeSacia met with Thomas Aniston, from Barton and Loguidice,
Mr. Bouley from Bouley Construction, Brian Matthews from Stober
Building Supply and Bruce Garnett the roof installer,, and discussed
a course of action to repair the leak in the roof. Maintenance
of our buildings is important and always on going.
Mr. Hogan and I will be starting our budget process in July,
please start thinking about what you can do without for next
year. It is very important to me that we continue to spend for
the needs of this town, and not the wants.>
Public Comment: Legislator Malone thanked the
town for doing a nice job at the Stevens and Rural Cemeteries.
Other comments were can anyone sit in on the grievance board?
Whose job is it to repair monuments that are damaged or knock
down in the cemetery? What does perpetual care cover?
Resolution 2008-48 Be it resolved the Oswego
Town Board approves the minutes from the May 12, 2008 town board
meeting.
Moved by Councilor Shaver, second Councilor Herrmann, all ayes
motion carried.
Resolution 2008-49 Be it resolved the Oswego
Town Board approves the following budget modifications: From
A599 to A1355.4 for $10545.58 for assessment (Maxwell Appraisal);
from A1990.4 to A1910.4 for $335.96 Insurance (renewal); from
A1990.4 to A8020.4 for $1358.24 (Planning Contractual).

motion carried.
Resolution 2008- 50 Be it resolved the Oswego
Town Board approves the bills on Abstract 6 as follows:

Resolution 2008-51 Be it resolved the Oswego
Town Board approves the appointment of Joyce Molinari as ZBA
and Planning Secretary, term to expire 12/31/08.
Moved by Councilor Herrmann, second Councilor DeSacia all ayes
motion carried.
Resolution 2008-52 Be it resolved the Oswego
Town Board accepts the resignation of Donald Elliott from the
Board of Appeals and thanks him for his service.
Moved by Supervisor Mullen, second by Councilor Mahaney all
ayes motion carried.
Resolution 2008-53 Be it resolved the Oswego
Town Board adopts the fee schedule of the Oswego Town Rural
Cemetery. Attachment A.
Moved by Councilor Shaver, second Councilor DeSacia all ayes
motion carried.
Motion by Councilor Mahaney, second by Supervisor Mullen to
close the town board meeting at 7:20 PM.
