of the Oswego Town Board was held on August 10, 2009 at town hall. Supervisor
Mullen opened the meeting at 7:00 PM with the Pledge of Allegiance. A moment
of silence was held for Shannon Phillips daughter of Lee Phillips who passed
away this past week. Roll call was taken with the following members present:
I attended the Eagle Scout ceremony for Garrett Robinson and it was quite impressive. The master keys to the building are ready for the town board to sign out tonight. The osteoporosis classes have started and the participants are happy we offer this at town hall.
Supervisor's Report: A moment of silence for Shannon Phillips who recently passed away; Shannon was the daughter of Lee and Sharon Philips, Lee is a member of the Town’s Planning Board and also a former town board member.
Garrett Robinson received the Boy Scouts of America’s highest award in July. He became an Eagle Scout. For his project Garrett built a 436sq foot brick paver patio at the Newman Center for community gatherings. Garrett is an outstanding young man and we congratulate him on his very impressive accomplishment and wish him the very best in the future. Only 5% of Scouts ever reach the rank of Eagle Scout and just this year the town of Oswego has seen two young men reach this rank.
The State DOT will hold a Public Information meeting here at the town hall on August 19th at 7:00pm. Residents are invited to participate and express concerns and offer comments regarding the proposed Highway project on Route 104A to Oswego City Line.
Work On the last few man holes at Sleepy Hollow has been completed, and the DEC has been notified of the continuing repair and maintenance at the facility.
The cemetery project has been completed; the once unfinished shell of a garage is now an office with an operating rest room.
The Unified court system would like to have our yearly audit of the town courts completed, I will ask councilors Mahaney and Shaver to conduct the audit.
Penn Power has completed the inspections on the generators at The Town Hall they recommend a new battery for the unit; we will take care of that this week. They also preformed and inspection on the Ontario Heights Generator and report the unit is “ok at this time”
The state will conduct a formal investigation on the request for a lower speed limit on Thompson Road. Upon completion of the investigation we will be notified of the results and their determination.
The Dog Control officer had 3 complaints in July.
The State Board of Real Property Services established a final State equalization rate of 100% for the town for the 2009 assessments.
Letters have gone out to residents of West Fifth Street Road, *passed Benson Avenue* from 911, to see if the residents would consider a road name change. Complaints from residents about mail delivery have spurred this project on.
Public Comment: Mark Wilcox, Highway Superintendent commented that the DEC & DOT are working together to get the Hog Weed sprayed in the area.
Resolution 2009- 77 Be it resolved the Oswego Town Board approves the minutes from the regular meeting July 13, 2009 and the special meeting on July 22, 2009 of the town board.
Moved by Councilor DeSacia, second Councilor Shaver all ayes motion carried.
Resolution 2009- 78 Be it resolved the Oswego Town Board approves the bills on Abstract 8 as follows:
Resolution 2009- 79 Be it resolved the Oswego Town Board will hold the fourth public hearing to hear all interested parties for or against Proposed Local Law 1-2009 on September 14, 2009 at 7:05 PM.
Moved by Councilor Mahaney, second Councilor Herrmann all ayes motion carried.
Motion by Councilor Shaver, second Councilor Mahaney to close the regular meeting at 7:15 PM. all ayes motion carried.
