The meeting
of the Oswego Town Board was held on May 11, 2009 at town hall. Supervisor
Mullen opened the meeting at 7:00 PM with the Pledge of Allegiance. Roll
call was taken with the following members present:
My April town clerk conference in Rochester is over and I bring sad news to our hunters. There are new license fees which will go into effect for the upcoming hunting season. If you are a senior (65 yrs old) it is suggested that you buy a lifetime license for $50.00, they have changed the age from 65 to 70 to be considered a senior. Some of the increases are fishing going from $19.00 to $29.00, sportsman $37.00 to $47.00, doe permits will be $10.00 unless you hold a lifetime license. Dog license fees will be increasing from $2.50 to $3.50 , $8.50 for unspayed/unneutered dogs, these are the state fees. Passport sales for the town is a possibility, the town would make $25.00. I would like to pursue this if the town board agrees. In the NYS retirement session the presenter gave us information on reporting of hours worked for all employees. Legislation class: There is talk about keeping the old lever voting machines. Dogs; they want them all micro chipped and have dogs going to obedience school, this did not go over too well. Consolidation we won the battle, but not the war, more to come Vital Records: there are changes coming for the issuance of marriages licenses. Legal notices can not go in a free newspaper, must be advertised in an official paper this may change. I won a scholarship to attend Cornell this summer, $200.00. I was appointed to chair two committees for the NYSTCA, those committees are scholarship and RMC. Also I will be on the IIMC, Clerk of the Year and banquet committees for next year. The Historical Society will meet this Thursday 6 pm, Memorial Day Service May 24th My office will be closed Thursday & Friday of this week, Carol & I will be out of town. I will be open on Saturday. Supervisor's Report: On Saturday I had the opportunity to attend An Eagle Court of Honors John Michael Aylward became an Eagle Scout. Only 5% of Scouts ever reach the rank of Eagle Scout. John Michael is an outstanding young man and we congratulate him on his very impressive accomplishment and wish him the very best in the future. . For his project John Michael Refurbished and rebuilt the Baseball Diamond at Camp Hollis Youth Camp. Koester Associates has completed the calibration of the flow meter at sleepy hollow that the DEC requires to be done yearly. Also there will be repairs to manholes at the plant which will help with the inflow. Attention to these matters was requested by the DEC last month. Our chemistry continues to be good at the plant!. This year I had put the town’s insurance coverage out to bid; as a result the town was able to save 9 thousand dollars, for the same coverage for 09-10. It is important to stay vigilant on costs for reoccurring expenses. We also request quotes for lawn care this year. The annual park maintenance has been completed, and the park is open. It is nice to see so many children using the facility. The town highway dept has started their brush pick up for this year. There has been many compliments for our highway on how quickly spring clean up is proceeding. We would like to sponsor a town wide garage sale the first weekend in August. Residents may leave their address with Mrs. Botting to be included for mapping purposes. More details on this event at the June meeting. The Cemetery is open, and the employees are doing a good job, we have received compliments on how beautiful and well maintained our cemetery is. We were able to purchase new cemetery software; the program allows for record keeping, tracking and mapping graves and prints deeds, this is a small sampling of what can be done with this program. The clerk can also attached scanned photos and documents to each family record. This upgrade is way past due, and may solve many issues of the past. In the future this software program will have many far reaching benefits not only to the town but to the public on the web. Nancy Ravas has graciously donated a lovely oil painting to the Town of Oswego. It was painted by Mary Dean Adams in 1915. Mary was a cousin to Nancy’s father, Mr. Nelson Thompson who was an Oswego Town resident for many years. Mr. Thompson operated a printing shop here at Oswego Center, and also served as Town Clerk. Nancy wanted the painting to come back to Oswego Town and I would like to thank her very much for her generosity. It will hang in the meeting room as soon as repairs can be made to the frame. Our Code enforcement office has issued 8 permits and had 9 inspections in April Our Assessors are busy with the tentative roll. They are also having Saturday appointments between 9:00am-1:00pm this Saturday here at the Town Hall. Grievance Day is Tuesday May 26th from 9:00am -noon and then again 5:00pm-8:00pm The Board of Education will hold a budget vote and elections to the school board on May 19th, between noon and 9:00 PM Public Comment: There were questions and concerns regarding outdoor wood burning furnaces and does the town have any regulations regarding there use. Also there is towns that are taxing college dormitories. Resolution 2009- 47 Be it resolved the Oswego Town Board approves the minutes from the April 13, 2009 town board meeting. Moved by Councilor DeSacia, second Councilor Herrmann all ayes motion carried. Resolution 2009- 48 Be it resolved the Oswego Town Board approves the following budget modification: from A3089 (State aid other) to A8810.4 (cemetery contractual) to increase revenue and appropriation for deposit of Dept. of State check received for $19,060.00 for cemetery improvements. Moved by Councilor Shaver, second Councilor Mahaney all ayes motion carried. Resolution 2009- 49 Be it resolved the Oswego Town Board approves the bills on abstract #5 as follows:
Resolution 2009- 50 Be it resolved the Oswego Town Board approves the hiring of Nick Rossi as a cemetery laborer. Moved by Supervisor Mullen, second Councilor DeSacia all ayes motion carried. Resolution 2009- 51 Be it resolved the Oswego Town Board approves the quote for $1,995.00 from WD Malone for the following repairs to Sleepy Hollow; 1) raise 4 each existing sanitary manholes; 2) patch inside of manhole at points of infiltration; 3) re-grade around manhole for positive drainage. Moved by Councilor DeSacia, second Councilor Herrmann all ayes motion carried. Resolution 2009- 52 Be it resolved the Oswego Town Board approves the application for permit to use town hall and facilities form, attachment A. Moved by Supervisor Mullen, second Councilor Shaver all ayes motion carried. Resolution 2009- 53 Be it resolved the Oswego Town Board adopts the cemetery rate schedule, attachment B. Moved by Councilor Mahaney, second Councilor Herrmann all ayes motion carried. Resolution 2009- 54 Be it resolved the Oswego Town Board accepts the quote for $9630.00 from Bardan Construction to finish the interior of the new cemetery garage office addition, attachment C. Moved by Councilor Shaver, second Councilor DeSacia all ayes motion carried. Resolution 2009- 55 Be it resolved the Oswego Town Board accepts the bid from Rich Lawns (Rich Yule) for 2009 lawn care. Moved by Councilor Mahaney, second Councilor Herrmann all ayes motion carried. Resolution 2009- 56 Be it resolved the Oswego Town Board directs the supervisor to renew the BAN on the Oswego Town Hall for one year, May 22, 2009 to May 21, 2010 for $702,880.00 with an interest rate of 2.89%. Moved by Councilor DeSacia, second Councilor Mahaney all ayes motion carried. Resolution 2009- 57 Be it resolved the Oswego Town Board waives the remainder of planning training for 2008 for Richard Tesoriero as requested by the planning chair. Moved by Councilor Herrmann, second Councilor DeSacia all ayes motion carried. Resolution 2009- 58 Be it resolved the Oswego Town Board modifies the building permit fee schedule for structural repair or renovations to a minimum fee of $25.00 for work up to $2,500. and a one percent fee for work over $2500.00. Moved by Councilor Shaver, second Councilor Herrmann all ayes motion carried. Resolution 2009- 59 Be it resolved the Oswego Town Board moves to executive session at 7:30 Pm to discuss a personnel issue. Moved by Supervisor Mullen, second Councilor Mahaney all ayes motion carried. Resolution 2009- 60 Motion by Councilor Mahaney, second Councilor Herrmann to resume the regular meeting at 7:40 pm all ayes motion carried.
