The meeting of the Oswego Town Board was held on November 2, 2009 at town hall.
Deputy Supervisor DeSacia opened the meeting at 7:00 PM with the Pledge of Allegiance. Roll call was taken with the following members present.

Town Clerk Report: The Oswego Town Historical Society will host a Veterans Day Program on November 7 at 10:00 am at town hall and on Sunday at the Richardson Bates Museum the model statue of Dr. Mary Walker will be presented by Sculptor Sharon BuMann.

Deputy Supervisors Report: Everything is fine.

Resolution 2009- 97 Be it resolved the Oswego Town Board opens the public hearing at 7:05 PM to hear all interested parties for or against the 2010 Preliminary Budget.
Moved by Councilor Shaver, second Councilor Herrmann all ayes motion carried.

Public Comment: No comments regarding the budget.

Resolution 2009- 98 Be it resolved the Oswego Town Board closes the public hearing at 7:06 PM on the 2010 preliminary budget.
Moved by Councilor DeSacia, second Councilor Mahaney all ayes motion carried.

Resolution 2009- 99 Be it resolved the Oswego Town Board approves the minutes from the 5, 13 and 26 October town board meetings.
Moved by Councilor DeSacia, second Councilor Shaver all ayes motion carried.

Resolution 2009- 100 Be it resolved the Oswego Town Board approves the following budget modifications:
from A1990.4 (contingency acct) to A1320.4 (auditor) for $420.00
from A1990.4 (contingency acct) to A1355.4 (assessment) for $450.08
from A1990.4 (contingency acct) to A1680.4 (computer maint.) for $99.97
from A1990.4 (contingency acct) to A3310.4 (traffic control) for $26.70

Resolution 2009- 101 Be it resolved the Oswego Town Board approves the bills on abstract 11 as follows:

Highway Fund
Sleepy Hollow Sewer District
Ontario Heights Sewer District

Resolution 2009- 102 Be it resolved the Oswego Town Board accepts the bid for the cemetery trailer for $100.00.
Moved by Councilor DeSacia, second Councilor Shaver all ayes motion carried.

Resolution 2009- 103 Be it resolved the Oswego Town Board adds the following to the building permit fee schedule: Wind Energy Conversion System (windmills) of $1.00 per foot of total height including blades.
Moved by Councilor DeSacia, second Councilor Herrmann all ayes motion carried.

Resolution 2009- 104 Be it resolved the Oswego Town Board adopts the 2010 town budget.
Moved by Councilor DeSacia, second Councilor Shaver all ayes motion carried.

Resolution 2009- 105 Be it resolved the Oswego Town Board adopts Local Law 1-2009, the Zoning Law for the Town of Oswego.
Moved by Councilor Herrmann, second Councilor Mahaney all ayes motion carried.

Motion by Councilor Mahaney, second Councilor Shaver to close the meeting at 7:12 PM all ayes motion carried.
