Town Board Meeting Minutes

The meeting of the Oswego Town Board was held on August 9, 2010 at town hall.

Supervisor Mullen opened the meeting at 7:00 PM with the Pledge of Allegiance.

Roll call was taken with the following members present:

Town Clerk Report: The July fees paid to the supervisor were $2751.35, total for month $3045.59. I attended passport training class in Clay today. The Oswego Co. Town Clerk’s met in West Monroe to discuss the new dog changes. We have suggestions to pass on regarding these changes and are hoping the County will look into taking over the spay/neuter part of the new change.

Supervisor Report: We will be starting the budget process shortly……in this economy, with people out of work, and struggling to make ends meet, I will ask department heads to only request funds needed to run their departments. This year I would like to do things a little different. In order to get the true cost of running each department, there will no longer be central store room, or central communications, each department will be buying their own supplies out of their own budget lines. A little more work yes, however better control of spending in my opinion.

I have received a letter from Mayor Bateman concerning Ontario Heights sewer fees; I will set up a meeting between the city and town to discuss this issue.

This summer I wanted to number and inventory all the towns assets and create an electronic database. This was a very big project and the student employee (Brian Semione) has done a great job. This is very important information, a living document, and will be available to any auditors who would like to view it.

Our Dog Control officer investigated 6 complaints.

We sold one lot and had two burials in July. I had occasion to stop by the Cemetery on Friday night, and I would like to commend our Cemetery Crew for their hard work on keeping the grounds manicured.

Our Code enforcement officer issued 12 Building permits issued in July, and had 7 inspections.

I have been working with Dave Hastings and now Debbie Mullenix from the office of Real Property, concerning the Town of Oswego going to a sole assessor. Most town have done this already, I will disseminated information to the Town Board members as I gather it. We have received a Certificate of the final State Equalization Rate from the 2010 Assessment Roll, the Town of Oswego is at 100%.

Public Comment: Historian George Demass reported the Seminole War last survivor John W. Roche is buried in Rural Cemetery. There is a delay in the placement of the Dr. Mary Walker statue and the committee is working on the dedication set for April 30, 2011.
Resident Mike Cazzoli spoke about a drainage problem at his property on Edwards Circle.

Resolution 2010-69 Be it resolved the Oswego Town Board approves the minutes from the July 12, 2010 town board meeting.
Moved by Councilor Mahaney, second Councilor Shaver all ayes motion carried.

Resolution 2010-70 Be it resolved the Oswego Town Board approves the bills on abstract 8 as follows:

Resolution 2010-71 Be it resolved the Oswego Town Board amends Resolution 2010-66 to establish the standard work day from 7 hours to 6 hours per day for elected and appointed officials, for retirement reporting.
Moved by Supervisor Mullen, second Councilor Shaver all ayes motion carried.

Resolution 2010-72 Be it resolved the Oswego Town Board approves the disposal of Sharp Copier SF2022, which is obsolete equipment and no longer functions.
Moved by Supervisor Mullen, second Councilor Herrmann all ayes motion carried.

Resolution 2010-73 Be it resolved the Oswego Town Board retains the services of Caraccioli and Nelson in the matter of the 2010 Tax Certiorari proceedings.
Moved by Councilor Herrmann, second Supervisor Mullen all ayes motion carried.

Motion by Councilor Shaver, second Councilor Mahaney to close the meeting at 7:33 PM. all ayes motion carried.
