Town Board Year End Meeting Minutes

The year end meeting of the Oswego Town Board was held on December 27, 2010 at town hall. Supervisor Mullen opened the meeting at 4:35 PM with the Pledge of Allegiance. Roll call was taken with the following members present:
Supervisor: Victoria Mullen
Councilor: Tim DeSacia
Councilor: Greg Herrmann
Councilor: Margaret Mahaney
Councilor: Dan Shaver
Attorney to the Board: Stephen C. Greene, excused
Town Clerk’s Report: The tax bills will be mailed out on December 31, 2010, smile when you get your bill.

Supervisor’s Report: On tonight’s agenda the board will direct me to sign an agreement with the Teamsters for a one year contract. There is a 2.5 percent raise for the employees and they will continue to pay 5% into their health care. With the new health care laws looming we need to see where the country will be going in this matter. Also on the agenda is a resolution to enter into a one year agreement with the City for Ambulance coverage. There will be no further comment tonight beyond the vote, as the Oswego City Common Council still needs to meet to consider the Mayors proposal.

Public Comment: Town resident Doug Malone commented on his disapproval of the handling of the ambulance contract with the City of Oswego, he asked for the resignations of Supervisor Mullen, Councilor’s Herrmann and Shaver and said the town board should look for a new Attorney to the board.

Resolution 2010-121 Be it resolved that the Oswego Town Board approves the minutes from the December 13, 2010 and December 21, 2010 Town Board meetings.
Moved by Councilor Mahaney, second Councilor Herrmann all ayes motion carried.

Resolution 2010-122 Be it resolved that the Oswego Town Board approves the bills on Abstract #13 as follows:
General Fund
Highway Fund
Sleepy Hollow Sewer District
Ontario Heights Sewer District

Moved by Supervisor Mullen, second Councilor DeSacia all ayes motion carried.

Resolution 2010-123 Be it resolved that the Oswego Town Board directs the Supervisor to sign the Labor Agreement by and between the Town of Oswego and the Teamsters Local 317 for a period from January 1, 2011 to December 31, 2011.
Moved by Councilor Herrmann, second Councilor DeSacia all ayes motion carried.

Resolution 2010-124 Be it resolved the Oswego Town Board approves the following;

Whereas, the City of Oswego, New York, has offered to continue providing ambulance service throughout the Town of Oswego, New York; and

Whereas, the Town Board of the Town of Oswego, New York, after due deliberation and consideration of alternatives, has concluded that it is in the best interests and welfare of the residents of the Town of Oswego, New York, that said offer be accepted;

Now, Therefore, be it
RESOLVED, that the Town Board of the Town of Oswego, New York, hereby agrees to enter into a new contract with the City of Oswego, New York, for said City’s providing ambulance service throughout the Town of Oswego, New York, which contract shall contain the terms of the most previous contract between them except as follows: 1. The term of the contract shall run from January 1, 2011, to December 31, 2011; and 2. The contract consideration to be paid by the Town of Oswego to the City of Oswego shall be in the sum of Twenty Thousand ($20,000.00) payable upon the execution of said contract by the Mayor of the City of Oswego following approval and authorization thereof by the Common Council of the City of Oswego, no portion of which said consideration shall be refunded if the Town of Oswego opts out of such contract.
Moved by Councilor DeSacia, second by Councilor Herrmann all ayes motion carried.

Motion by Councilor Mahaney, second by Councilor DeSacia to close the year end meeting at 4:40 PM all ayes motion carried.
