Town Board Meeting Minutes

A meeting of the Oswego Town Board was held on February 8, 2010 at town hall. Supervisor Mullen opened the meeting at 7:00 PM with the Pledge of Allegiance.

Roll call was taken with the following members present:

Town Clerk Report: January fees collected were $761.05 of which $510.21 was paid to the supervisor. Total taxes collected and deposited as of 1/29/10 were $1,660,613.06 and interest received was $159.39.

Supervisor's Report: Tonight we are having two public hearings. The first is on a Cold War Veteran’s exemption for our veteran residents. Donald Feck a resident of the town brought this to my attention a few months ago, and tonight we will have a public hearing on this Local Law 2 of 2010.

Also tonight we will hold a public hearing on Local Law 1-2010 a local amending local law 1-2009 the Zoning Law for the Town of Oswego.

The town board thanks Theresa Cooper, Greg Auleta, Judy Sabin-Watson, Wayne Newton and Donna Scanlon for the countless hours they have put in on the zoning revision.

Our 2009 books are closed and filed with the office of the State Comptroller the town is in good financial shape. The growth in the town is a major factor of our low tax rate. Of course the coming years will be very challenging. Healthcare has skyrocketed, employee retirement benefits will be increased in 2010. The loss of revenue from Metropolitan Water will be upon us in 2014. These challenges will be faced head on.

I am hopeful that more homes will be built in the town of Oswego in 2010 and our population will have a hefty increase as a result of the 2010 census and bring us more revenue.

We are signing the continuation of our ambulance agreement with the city of Oswego with no increase to the town.

Tonight we will accept Janet Dexter’s resignation from her position as assessor. Janet has served the town well, but she needs to move in a different direction. We wish her well and thank her for her service. This leaves the town with only 2 assessors; we are able to operate with only two.

Resolution 2010-14 Be it resolved the Oswego Town Board opens the public hearing at 7:05 Pm to hear all interested parties for or against Proposed Local Law 2-2010, a local law providing for a Real Property Tax Exemption for Cold War Veterans under Real Property Tax Law § 458-b.

Resolution 2010-15 Be it resolved the Oswego Town Board closes the public hearing on Proposed Local Law 2-2010 at 7:06 PM.

Public Comment: Town Historian George DeMass announced he is continuing a project that former Town Historian Charles Groat started which was to collect pictures of all the past supervisors. On 2/20 the historical society will meet at 10 am in town hall, it will be archive day. Legislator Doug Malone asked questions regarding the assessors’ position that is vacant. Will the town appoint or have an election for this opened position?

Public Comment: Legislator Malone asked if this was the final step and will the map change? Attorney Kevin Caraccioli was present and explained the reason for the changes and updates to this local law.

Resolution 2010-18 Be it resolved the Oswego Town Board approves the minutes from the January 11, 2010 town board meeting.

Resolution 2010-20 Be it resolved the Oswego Town Board re-appoints Robert Dexter to the Zoning Board of Appeals for the term ending February 2016.

Resolution 2010-21 Be it resolved the Oswego Town Board accepts the resignation of Janet Dexter from the Assessor position effective January 24, 2010, and thanks Janet for her service to the Town of Oswego and wishes her well in her future endeavors.

Resolution 2010-22 Be it resolved the Oswego Town Board directs the supervisor to sign the three-year ambulance contract with the City of Oswego in the amount of $10,000.00 per year.

Resolution 2010-23 Be it resolved the Oswego Town Board approves the new Permit fee schedule (attachment A).

Resolution 2010-24 Be it resolved the Oswego Town Board approves the amended Cemetery Rules and Regulations (attachment B).
Moved by Supervisor Mullen, second Councilor Shaver all ayes motion carried.

Resolution 2010-25 Be it resolved the Oswego Town Board sets the Chief Assessor’s salary at $8,587.00 and the Assessor’s salary at $7,940.00 to compensate them for the extra workload for the loss of an assessor.
