Town Board Meeting Minutes

The meeting of the Oswego Town Board was held on June 7, 2010 at town hall. Supervisor Mullen opened the meeting at 7:00 PM with the Pledge of Allegiance.

Roll call was taken with the following members present:

Town Clerk's Report: The May fees paid to the supervisor were $2155.83 with a total for the month of $2710.05. I spoke with Williamson Law regarding the new tax program which would cost $600.00 for a one time fee to upgrade and instruct me on the changes.

I would like this program so I can input the data from the system I used this year for next years tax season. I asked the treasurer’s office also about the refund for the KVS support we paid.

Supervisor's Report: No formal report, although I am usually very long winded I had an accident and was out for over a week and was very backed up. It is nice to see so many people at the meeting.

Public Comment: George DeMass gave the following report regarding the historical society. At our May meeting we have seen an increased attendance with a broader spectrum of people, we are getting good PR lately. Memorial Day Service at the cemetery was very well attended and we had Father Richard Morrisette who gave the invocation and benediction, Paula Ranous was guest speaker, and Taps was played by Cory and Emily King. Thank you to John and his cemetery staff for the use of the building for our refreshments, it was a beautiful day. June 16th at our next meeting we will be presenting the history of the Rice Family. Our historical society is growing, people are coming in to see our exhibits like the school display and are enjoying the race pictures put together by Joe Oleyourryk. The Walker statue will bring more people and because of it we will be put on the St. Lawrence Seaway Trail. Minetto School has raised $1100.00 and the Oswego City School District has raised $800.00. We have heard that the board is considering the possibility of placing the statue in the children’s park. That the cost of the reconfiguration of the parking lot is the responsibility of the historical society and we do not have the funds for that. I respectfully on behalf of the society ask that the board clarify these issues as soon as possible because of the shortness of time for completion of the statue and possibly appoint a board liaison to myself and the society.

Supervisor Mullen told Mr. DeMass not to pay attention to rumors in the wind, and if he had any questions or concerns that he should have just asked her, or a Board Member, We could have put the rumor to rest. I am available by email, by phone, here at town hall during office hours, and at home.

Lois Luber asked is there a process and how does this work regarding the statue and where it will be placed? She asked about getting our own engineer to help with design.

Supervisor Mullen stated we could not and she is in contact with Barton and Loguidice to come look at the parking lot.

Legislator Doug Malone asked about how the cemetery is doing and how many hours are they working? Two sections were not done. Chris Susino upset that her father’s section was not weed whack, why wasn’t extra help put on to get it ready for Memorial Day.

John Knopp the Cemetery Superintendent and his assistant told Mrs. Susino that they got behind because they had 17 burials and they needed to get the place ready for the Memorial Day service, Supervisor Mullen asked Mrs. Susino if this ever happened in the past and she said no, and the town board apologized and steps would be taken to make sure it didn’t happen again. Legislator Malone commented on the Chappel Road cemetery and that is was fine.

Resolution 2010-52 Be it resolved the Oswego Town Board approves the minutes from the May 10, 2010 town board meeting.

Resolution 2010-53 Be it resolved the Oswego Town Board approves the following budget modification: from A1910.4 (unallocated insurance) to A1620.4 (buildings contractual) for $6,000.00.

Resolution 2010-54 Be it resolved the Oswego Town Board approves the bills on abstract 6 as follows:

Resolution 2010-55 Be it resolved the Oswego Town Board supports the Oswego YMCA Tour de Loop bike race to be held on August 21, 2010 from 8:30 am to 12:00 PM.

Resolution 2010-56 Be it resolved the Oswego Town Board accepts the Koester Associates quote of $11,400.00 to make emergency repairs at the Ontario Heights pumping station.

Resolution 2010-57 Be it resolved the Oswego Town Board approves a refund of $2,820.80 to Dan Dunsmoor for the building permit overcharge.
Moved by Supervisor Mullen, second by Councilor Herrmann all ayes motion carried.

Resolution 2010-58 Be it resolved the Oswego Town Board approves the workplace violence prevention policy and incident reporting. This policy is subject to any conflicting provisions contained in any collective bargaining agreement to which the Town of Oswego is a party. (attachment A)

Resolution 2010-59 Be it resolved the Oswego Town Hall summer hours begin
effective July 5, 2010 through August 30, 2010, from 7:30 am to 4:45 pm.
Moved by Councilor Shaver, second Councilor Mahaney all ayes motion carried.

Resolution 2010-60 Be it resolved the Oswego Town Board accepts the quote of $1,985.00 from Wilson’s Home Improvements for the inside painting at town hall.
Moved by Supervisor Mullen, Councilor DeSacia all ayes motion carried.

Resolution 2010-61 Be it resolved the Oswego Town Board accepts the quote of $3,190.00 from Bardan Construction Company for modifications to separate the mail room from the bookkeeper’s office.

Resolution 2010-62 Be it resolved the Oswego Town Board changes the Fourth of July Town Holiday from Friday July 2, 2010 to Monday July 5, 2010.
Moved by Councilor Shaver, second Councilor DeSacia all ayes motion carried.

Public Comment: Legislator Doug Malone asked about the bidding process for town hall projects? Supervisor Mullen stated that the law is $20 thousand, and for little projects for a few thousand we usually get quotes which we did.
Motion by Councilor Mahaney, second by Councilor Shaver to close the meeting at 7:30 PM all ayes motion carried.
