The meeting of the Oswego Town Board was held on November 8, 2010 at town hall.
Supervisor Mullen opened the meeting at 7:03PM with the Pledge of Allegiance and a moment of silence for Harold Sharkey. Roll call was taken with the following members present:

Town Clerk's Report: Fees paid to the supervisor for October were $1,236.20 with a total of $4,296.15, fees paid in September were $1,780.38 paid to the supervisor with a total for the month of $10,924.77. A check for .09 was paid to the supervisor today due to an error found in the Decals account for September.

Supervisor's Report: I asked for a moment of silence for Harold Sharkey who recently passed away, and who’s son Scott was a long time employee of the Town of Oswego.

Tonight we are having a public hearing on the 2011 town budget. We are faced with an increase in our tax rates for both Highway and Town. The town side of the levy will increase by 11 cents per 1000 of assessed value. The highway by 32 cents for a total increase of 43 cents per thousand for both. The increase is not due to overspending, but to skyrocketing health care costs for past and present employees, as well as increases in the New York State Retirement costs, as well as lower mortgage tax due to less refinancing, and sales tax has leveled off and highway contractual is up by $ 20,000 due to increases in salt and paving costs.
Our present employees pay 5% of their health care. Over the past five years our health care cost has increased by an average of 86%.
Our retirees and their spouses pay zero % toward their health care at this time. Insurance for those over 65 years old, have increased by 57% over the same time frame.
These figures, combined with the unknown consequences of the FEDERAL Health Care bill, set up a frightening scenario. Our health care position at this time is unsustainable. The town board must explore all options, including, changing carriers, and employee contributions; there is no alternative.
In our budget we have included a raise for our employees; this may not come to fruition in January when salaries are set, everything depends on the 2011 health care costs.
I have been working on getting quotes from other companies for comparable insurance. I hope to have things in place by January.

Tonight the board will make final, the Ontario Heights Sewer Use Agreement with the city of Oswego. This has been a very long and hard process.
I would like to thank Councilor Herrmann for all his statistics on every scenario we looked at. It is very unfortunate that the City has so many problems with their treatment plant. However looking on the bright side if there is one, the Ontario Heights residents are able to control the costs of their sewage treatment by water conservation.
Ontario Heights residents can pick up a brochure from my office, with tips for conservation.

Our Highway dept has begun the process of building the base for the Dr. Mary Walker Statue that will be set in April of 2011. The Historical society has done a great job with this long project and it is very exciting to see it coming to a conclusion.

Our Highway Dept is also busy preparing for the winter season. It won’t be long until the snow is upon us. Please remember to drive carefully!
We had one lot sale in the cemetery in October, and 5 burials, our code enforcement officer issued 12 building permits and made 25 inspection and complaint investigations. Our Dog Control Officer had 12 complaints.

Resolution 2010-93 Be it resolved the Oswego Town Board opens the public hearing at 7:07 PM to hear all interested parties for or against the 2011 Preliminary budget.

Public Comment: There was no public comment regarding the 2011 budget.

Resolution 2010-94 Be it resolved the Oswego Town Board closes the public hearing on the 2011 budget at 7:08 PM.

Public Comment: Historian George DeMass gave the following report; the Veterans Day program was highly attended and we had 17 Veteran’s present. The next historical meeting will be held on November 20th at town hall with Tom Czerow as the presenter that evening and his talk with be on railroads in Oswego Town. On December 3rd we will have our annual Christmas Party, thank you to the board for the use of the town hall. On November 14th there will be an open house at Sharon BuMann’s studio to view the Dr. Mary Walker statue before it goes to the foundry. Today past Historian Charles Groat gave to the historical society a diary that was Dr. Mary Walker’s fathers, Alvah Walker.

Resolution 2010-95 Be it resolved the Oswego Town Board approves the minutes from the October 12, 2010 town board meeting and the October 25, 2010 board workshop.

Resolution 2010-96 Be it resolved the Oswego Town Board approves the bills on abstract 11 as follows:

Resolution 2010-97 Be it resolved the Oswego Town Board amends Resolution 2010-87 to read as follows: re-appoints Noreen Ruttan to the Board of Assessment Review for a term to expire 12/31/2015.

Resolution 2010-98 Be it resolved the Oswego Town Board directs the Supervisor to sign the Ontario Heights Sewer District Sewer Use Agreement with the City of Oswego for the period of October 16, 2009 through October 15, 2014.

Resolution 2010-99 Be it resolved the Oswego Town Board directs the Supervisor to sign the renewal BAN for the Sleepy Hollow Sewer District, dated November 19, 2010 to November 18, 20111 with an interest rate of 2.67% in the amount of $80,000.00.

Resolution 2010-100 Be it resolved the Oswego Town Board directs the Supervisor to send a 30-day notice to the NYS Teamsters Council Health and Hospital Fund, notifying them of our intent to move t he age 65+ retirees to a new insurance carrier effective January 2011.

Resolution 2010-101 Be it resolved the Oswego Town Board accepts the audits of the Town Clerk’s office and the Account Clerk’s office, performed by Councilor Margaret Mahaney.

Resolution 2010-102 Be it resolved the Oswego Town Board authorizes Justice Jung and Justice Sterio to submit a grant application for $12,918.98 to the Justice Court Assistance Program (JCAP) for the construction of a records storage room, two fire-proof cabinets, and a multi-function copier, and further authorizes the Supervisor to sign the JCAP grant.

Motion by Councilor Shaver, second Supervisor Mullen to close the town board meeting at 7:20 PM all ayes motion carried.
