Town Board Meeting Minutes

The meeting of the Oswego Town Board was held on October 12, 2010 at town hall.
Supervisor Mullen opened the meeting at 7:00 PM with the Pledge of Allegiance. Roll call was taken with the following members present:

Town Clerk's Report: Hunting license sales were up in September, the town is officially a passport issuing center, I have all the paper work to begin selling passports. The Historical Society will have a meeting this Saturday at 10am; the topic is Oswego Town trivia.

Supervisor’s Report: Several town board members and I met with members of the city council to hammer out a final agreement for sewer use by the Ontario Heights Sewer District. The agreement comes before the City Council tonight, and if the full council passes the tentative agreement, the town board will have it in front of us at our next meeting. As you maybe aware the city has major issues with their sewage treatment plant and infrastructure and their residents are paying huge fees for their sewer use.
The rates will be going up for the Ontario Heights residents as well, however our residents can control costs by being mindful of the amount of water they use, because the rates are based on water consumption at this time, our residents water use is metered.
The town is looking into installing a flow meter at the Ontario Heights pumping station so that we have a very accurate number of actual flows to the city.

Mr. Hogan and I have submitted the 2011 Town Budget to the Board. We will be holding a workshop after tonight’s Town Board meeting. As it stands now we are looking at an 11 cent increase in town tax and 32 cents in Highway.
A major factor for the increase is due to the raising costs of Health Care, and State Retirement. We were faced with an increase of 22 thousand dollars in Retirement costs for 2011, and I just received the estimate for 2012 and another 25 Thousand dollar!

Our Highway costs have gone up by $20,000.00 due to increased salt and paving costs. Mortgage tax from the county decreased because of less refinancing by homeowners and sales tax has leveled off.
I am working at getting our Health Care costs lowered, and if these figures go down before we have to pass a final budget, this increase will also go down.

We are doing all we can to keep costs down, but we are not immune to the issues facing every faction of government.

We had one burial in September at the Cemetery
Our code enforcement issued 8 building permits in September and had 25 inspections.
Our Dog Control Officer investigated 11 complaints.

Tonight we will have a public hearing on our Dog Control Local Law.

Public Comment: Jeff Carson addressed the board regarding his lots in Sleepy Hollow and his inability to sell building lots because of the sewer plant. Earl Engle had zoning questions and also was missing a page from his copy of the zoning law.

Resolution 2010-81 Be it resolved the Oswego Town Board opens the public hearing at 7:05 PM to hear all interested parties for or against Local Law 4-2-10, the Dog Control Law for the Town of Oswego.
Moved by Councilor Mahaney, second Councilor Shaver all ayes motion carried.

Public Comment: There were no comments regarding the dog law.

Resolution 2010-82 Be it resolved the Oswego Town Board closed the public hearing at 7:08 PM on Local Law 4-2010, the Dog Control Law for the Town of Oswego.
Moved by Councilor Shaver, second Councilor Herrmann all ayes motion carried.

Resolution 2010-83 Be it resolved the Oswego Town Board opens the public hearing at 7:20 PM to hear all interested parties for or against the restriction of certain vehicles with a weight of 6 tons or more traversing on the Town of Oswego roads known as: Baylis St., Franklin Ave, Maple Ave, New St., Swift St. and Washington Blvd.
Moved by Councilor Mahaney, second Councilor Shaver all ayes motion carried.

Public Comment: Larry Gettino a spokesman from SUNY Oswego was concerned about the weight limit on Washington Blvd and Swift St. He was concerned with the college vehicles with a weight over 6 tons.

Resolution 2010-84 Be it resolved the Oswego Town Board closed the public hearing on the restriction of certain vehicles with a weight of 6 tons or more traversing on town roads known as Baylis St, Franklin Ave, Maple Ave, New St., Swift St. and Washington Blvd at 7:30 PM.
Moved by Supervisor Mullen, second Councilor DeSacia all ayes motion carried.

Resolution 2010-85 Be it resolved the Oswego Town Board approves the minutes from the September 13, and 30, 2010 town board meetings.
Moved by Councilor Herrmann, second Councilor DeSacia all ayes motion carried.

Resolution 2010-86 Be it resolved the Oswego Town Board approves the bills on Abstract 10 as follows:

Resolution 2010-87 Be it resolved the Oswego Town Board re-appoints Noreen Ruttan to the Board of Assessment Review for a term to expire 12/31/11.
Moved by Supervisor Mullen, second Councilor Mahaney all ayes motion carried.

Resolution 2010-88 Be it resolved the Oswego Town Board adopts Local Law 4-2010, the Dog Control Law for the Town of Oswego.
Moved by Supervisor Mullen, second Councilor Shaver all ayes motion carried.

Resolution 2010-89 Motion by Supervisor Mullen, second by Councilor Herrmann to add to the agenda all ayes motion carried.

Resolution 2010-90 Be it resolved the Oswego Town Board adopts the following:
The restriction of certain vehicles with a weight of 6 tons or more traversing on the Town of Oswego roads known as: Baylis St, Franklin Ave, Maple Ave, New St., Swift St. and Washington Blvd except emergency and state vehicles.
Moved by Councilor Herrmann, second Councilor Shaver all ayes motion carried.

Motion by Councilor Mahaney, second Councilor Shaver to close the meeting at 7:40 PM all ayes motion carried.
