Town Board Meeting Minutes

The meeting of the Oswego Town Board was held on September 13, 2010 at town hall. Supervisor Mullen opened the meeting at 7:00 pm with the Pledge of Allegiance. Roll call was taken with the following members present:

Supervisor Mullen asked for a moment of silence for Raymond Jung, brother to Justice Stan Jung and brother in law to former Councilor Patricia Jung.

Town Clerk Report: The August fees paid to the supervisor were $2299.54, total for the month $6590.83, the new dog tags for next year have been ordered.

Supervisor Report: Mr. Hogan and I have been working on the 2011 Budget; I would like to thank department heads for their efforts to control their spending. I will be submitting my budget to the Town Clerk by the 30th of September.

Mr. Wilcox and I are meeting on Wednesday to discuss the movement of flora from the front of the town hall to make way for the Dr. Mary Walker Statue, and the placement of the foundation for the statue. I asked Mr. Wilcox to pave a little at the Cemetery in front of the building last week. It has made quite the improvement there. Mr. Demass, our Town Historian, who hosted a walk through the cemetery on Saturday morning commented on how well, maintained the grounds are. Thank you to Mr. Knopp and his crew.

I am asking Mr. Shaver to do a court audit in the next month to meet the state’s requirements and Mrs. Mahaney to do the Town Clerk and Supervisors Offices Audit.

On tonight’s agenda we will be accepting the resignation of Jeff Boyer the Chairman of our Planning Board. Mr. Boyer has been with us for several years and has steered the Planning Board though some very rough times. We are thankful for his dedication to our town and wish him well in the future in Alabama.

Also on tonight’s agenda we will be voting on appointed Mike Hagenmayer to our planning board and thank him for his willingness to serve the Town. Mr. Hagenmayer is very dedicated to the Town of Oswego; he is a firefighter in the Oswego Town Fire Dept and has chaired many committees there. He was named Firefighter of the year in 2008! We welcome him!

The board will meet with the Oswego City council again on Wednesday to continue negotiations for the Ontario Heights Sewer Dist.
We will be having a public hearing on a new proposed dog control law. The State has dropped licensing in our Towns hands and we will move forward with it.

We will have a public hearing on closing Ontario Heights to thru truck traffic, during the construction at SUNY Oswego.

Our Dog Control officer investigates 5 complaints.

Our Code enforcement officer issued 8 permits and had 15 inspections in August.

Public Comment: Historian George DeMass reported that the cemetery tour went well and, our next meeting would be at the home of Laree Pease whose home was part of the Underground Railroad. He represented the town at the Cayuga County Historians award dinner in Auburn and the unveiling of the new Underground RR sign at the Oswego Public Library and also will be attending the ground breaking ceremony at Oswego State University for the new science building.

Resolution 2010-75 Be it resolved the Oswego Town Board approves the bills on Abstract 9 as follows:

Resolution 2010-76 Be it resolved the Oswego Town Board accepts with regret the resignation of Jeff Boyer as Planning Board Chairman and thanks Jeff for his dedication and service to the Town of Oswego.
Moved by Councilor Mahaney, second Councilor Herrmann all ayes motion carried.

Resolution 2010-77 Be it resolved the Oswego Town Board appoints Mike Hagenmayer to the Planning Board with a term to expire 2-2012.
Moved by Supervisor Mullen, second Councilor Herrmann all ayes motion carried.

Resolution 2010-78 Be it resolved the Oswego Town Board approves the disposal of the following town property that is broken and non-repairable: Nikon Coolpix camera, Nikon camera accessory, Canon scanner and Staples Shredder.
Moved by Supervisor Mullen, second Councilor Shaver all ayes motion carried.

Resolution 2010-79 Be it resolved the Oswego Town Board holds a public hearing on Tuesday October 12, 2010 at 7:05 pm to hear all interested parties for or against Local Law4-2010, the Dog Control Law for the Town of Oswego.
Moved by Councilor Mahaney, second Supervisor Mullen all ayes motion carried.

Resolution 2010-80 Be it resolved the Oswego Town Board holds a public hearing on Tuesday October 12, 2010 at 7:10 Pm to hear all interested parties for or against closing the Ontario Heights area roads (New Street, Swift Street, Franklin Avenue and Baylis Street) to thru-truck traffic.
Moved by Supervisor Mullen, second Councilor Herrmann all ayes motion carried.

Motion by Councilor Mahaney, second Councilor Shaver to close the meeting at 7:20 PM.
