The Oswego Town Board meeting was held on July 14, 2014 at town hall. Supervisor Mullen called the meeting to order at 6:30 PM with the Pledge of Allegiance.

Public Comment: Town resident happy that there is action being taken to prevent the closing of the County landfills.

Resolution 2014-50 Approval of Minutes and Reports
On motion by Councilor Tesoriero, second Councilor Mahaney the following resolution was adopted 5 Ayes, DeSacia, Herrmann, Mahaney, Mullen, Tesoriero. 0 Nays.
Resolved that the Oswego Town Board approves the minutes from the June 9, 2014 meeting and reports submitted by the Supervisor, Town Clerk, Code Enforcement, Dog Control Officer and Cemetery.

Resolution 2014-51 Budget Modifications
On motion by Councilor DeSacia, second Councilor Herrmann the following resolution was adopted 5 Ayes, DeSacia, Herrmann, Mahaney, Mullen, Tesoriero, 0 Nays.
Resolved the Oswego Town Board approves the following budget modification: from A1990.4
(Contingency) to A1110.41 (Justice Dodd contractual) in the amount of $196.00.

Resolution 2014-52 Audit of Claims
On motion by Councilor Herrmann, second Supervisor Mullen the following resolution was adopted 5 Ayes, DeSacia, Herrmann, Mahaney, Mullen, Tesoriero, 0 Nays.
Resolved the Oswego Town Board approves the bills on abstract 7 as follows:

Resolution 2014-53 Transfer Station
On motion by Councilor Tesoriero, second Councilor Herrmann the following resolution was adopted 5 Ayes, DeSacia, Herrmann, Mahaney, Mullen, Tesoriero, 0 Nays.
WHEREAS, the Oswego County Legislature is currently investigating the closure of all transfer stations within Oswego County, except the Bristol Hill station located in the Town of Volney, claiming that the five transfer stations are operating at a loss; and
WHEREAS, the Town Board is concerned with the implications and unintended consequences of closing even one transfer station and the impact of such a closure on the Town of Oswego and its residents and businesses that rely on safely disposing garbage at the transfer stations including, but not limited to:
1.The encouragement of road-side dumping of garbage by those who cannot afford to haul their garbage to Bristol Hill;
2. The inordinate delays caused by having only one transfer station available to utilize, particularly when lines to use Bristol Hill and Richland are already long on Saturdays; and
3. The creation of an unfunded mandate by the County on the Towns to tax its residents through the use of a municipal trash hauler.
WHEREAS, the residents of the Town of Oswego overwhelmingly support keeping the transfer stations open to serve the public, and encourage the County to find other ways to curtail costs for what many believe to be an essential service that should be provided by the County to assist in protecting the health, safety and general welfare of the residents of Oswego County; and

NOW, THEREFORE, upon a motion made and seconded, and after due deliberation, it is and shall hereby be
RESOLVED, that the Town Board of the Town of Oswego strongly opposes the closure of the five transfer stations within the County of Oswego, and urges the Oswego County Legislature to continue seeking alternate solutions to disposing garbage in Oswego County; and it is further
RESOLVED, that the Town Supervisor is authorized to send a letter to the Chairman of the County Legislature stating the Town Board's opposition to closure, with a copy to the County Legislator(s) representing the Town of Oswego.
The matter having been put to a vote of the Town Board Members present and constituting a quorum was adopted in accordance with the following vote:
5 Ayes, DeSacia, Herrmann, Mahaney, Mullen, Tesoriero, 0 Nays.

Resolution 2014-54 Consolidated Water District
On motion by Supervisor Mullen, second Councilor Mahaney the following resolution was adopted 5 Ayes, DeSacia, Herrmann, Mahaney, Mullen, Tesoriero, 0 Nays.

Resolved the Oswego Town Board closes the Consolidated Water Districts checking account and transfers monies of $9041.69 to General Fund savings account.

Resolution 2014-55 Cemetery Laborer
On motion by Councilor Tesoriero, second Supervisor Mullen the following resolution was adopted 5 Ayes, DeSacia, Herrmann, Mahaney, Mullen, Tesoriero, 0 Nays.
Resolved the Oswego Town Board appoints Nicholas Rossi as substitute laborer at the cemetery.

Resolution 2014-56 Summer Hours
On motion by Supervisor Mullen, second Councilor Tesoriero the following resolution was adopted 5 Ayes, DeSacia, Herrmann, Mahaney, Mullen, Tesoriero, 0 Nays.
Resolved the Oswego Town Board establishes the following summer hours at town hall from June 30th through August 29, from 7:30 am -4:45 pm Monday-Thursday.

Resolution 2014-57 Resignation-Greg Auleta
On motion by Councilor Herrmann, second Councilor Tesoriero the following resolution was adopted 5 Ayes, DeSacia, Herrmann, Mahaney, Mullen, Tesoriero, 0 Nays.
Resolved the Oswego Town Board accepts the resignation of Gregory Auleta from the Zoning Board of Appeals and thanks him for his dedication and service to the Town of Oswego for many years.

Resolution 2014-58 Executive Session-Contract Negotiations
On motion by Supervisor Mullen and second by Councilor Tesoriero the following resolution was adopted 5 Ayes, DeSacia, Herrmann, Mahaney, Mullen, Tesoriero 0 Nays.
Resolved the Oswego Town Board enters into executive session at 6:43 PM to discuss Teamsters Contract Negotiations.

Resolution 2014-59 Executive Session closed
On motion by Supervisor Mullen, second Councilor Herrmann the Oswego Town Board returned from Executive Session at 6:55 PM 5 Ayes, DeSacia, Herrmann, Mahaney, Mullen, Tesoriero, 0 Nays.

Motion by Councilor Tesoriero, second Councilor Mahaney to close the regular town board meeting at 6:56 PM all ayes motion carried.
