Meeting called to order by R. Baker at 7:00pm.

Attendance: Robert Baker, Debra Shoenfelt-Jaskula, Robert Dexter, Michael Asmolik, Michael J. Asmolik, Atty. Kevin Caraccioli
Excused: Timothy Anderson
Others in Attendance: Michael Fortier
Acceptance of Agenda: Approved.

Approval of October 16, 2014 Minutes: D. Jaskula made motion to accept minutes; M. Asmolik seconded. All ayes. Carried.

New Business:

Public Hearing, Appeal #2014-03 Use Variance: Michael Fortier, MMF Management,
33 Byer Road, Oswego, NY
D. Jaskula asked M. Fortier to describe business. M. Fortier explained that he has an environmental construction business – wants to convert former dance studio to 3 offices. Leasing now on Taft Road in Syracuse – most employees live in Oswego area. Has contracts with the college and other local businesses. R. Baker asked if there would be a new sign? M. Fortier said he is only changing lettering on present sign. Atty. Caraccioli said sign permit not needed if only changing copy. It is the opinion of the Board that no action needs to be taken on sign. It was noted that SEQR was filled out by Planning Board on Monday night and Site Plan Review-Special Permit approved. Atty. Caraccioli made clear that MMF Management is the owner of property, but name of company is ECC (Environmental Contracting & Construction Services, LLC). R. Baker asked about hours? Mon-Fri 6am/7am until 5pm - no weekends. R. Dexter asked if neighbors notified? Yes. R. Baker stated for the record that no one was in the audience. Board discussed issue of no response from the County - Atty. Caraccioli will re-submit Form 239 for review. D. Jaskula made motion to approve Appeal #2014-03 to allow use variance from former dance studio to offices in an R-3 district, pending approval from County review of Form 239, and conditional upon review determination that does not require further action from the Zoning Board. R. Dexter seconded. All ayes. Carried. Public Hearing closed at 7:40pm.

Old Business:

D. Jaskula asked if there was a response yet from the Town Board about notification requirements? Nothing yet. Atty. Caraccioli will send a reminder email.

Open Board Discussion: None.

Adjournment: R. Dexter made motion to adjourn meeting; D. Jaskula seconded. All ayes. Carried.
